विषय  : बीमासर्वेक्षकोंऔर हानि निर्धारकों केरूप में कार्यकरने हेतु नएलाइसेंसप्रदान करने/लाइसेंस केनवीनीकरणहेतुदिशानिर्देश 

Sub: Guidelines for grant of fresh licence / renewal oflicense to act as Insurance Surveyor and Loss Assessor 

I. प्रारंभिक/ Preliminary: 

1.        इस दिशानिर्देश में सर्वेक्षक और हानि निर्धारक के रूप में कार्य करने के लिए नए लाइसेंस या  लाइसेंस के नवीकरण प्राप्त करने की प्रक्रिया निर्धारित की गई है । 

These guidelines set outthe procedure for obtaining fresh license or renewal of licence to act asa surveyor and loss assessor.  

2.   यह दिशा-निर्देश आईआरडीएआई अधिनियम,1999 कीधारा 14 के तहतऔर भारतीयविनियामक औरविकासप्राधिकरण(बीमासर्वेक्षकोंऔर हानि निर्धारकों)विनियम, 2015 केविनियम 28 केअनुसरण मेंजारी किए गएहैं।

The guidelines are beingissued under Sec.14 of the IRDAI Act,1999 and in terms of Regulations 28 ofInsurance Regulatory and Development Authority of India (Insurance Surveyorsand Loss Assessors) Regulations, 2015. 

II . लाइसेंस प्रक्रिया/  Licensing Procedure: 

1. पंजीकरण: आवेदकों को आईआरडीएआई पोर्टल यथा www.irda.bap.org.in में पंजीकरण करनाहोगा और उपयोगकर्ता आईडी प्राप्त करना होगी।आवेदकों से अनुरोध हैकि वे यहसुनिश्चित करें कि

सही ई-मेल आईडी और मोबाइल नंबर प्रदान किया गया हो।  

Registration: the applicants are required to register with theIRDAI portal viz. www.irda.bap.org.in and obtain a user ID. Applicants are requested to ensurethat correct E-Mail ID and mobile number are provided. 

2.   आवेदन जमा करना : आवेदक पोर्टल के माध्यम से आईआरडीएआई पोर्टल में उपलब्ध निर्धारित प्रपत्रों सहित सभी पहलुओं में विधिवत भरे गए सभी आवश्यक दस्तावेजों जमा करें। दस्तावेजअपलोड करते समय, आवेदक यह सुनिश्चित करेंगे कि वह सुपाठ्य और स्पष्ट हो। अस्पष्ट दस्तावेजों कोअस्वीकार कर दिया जाएगा । 

Submission of application: The applicants shall submit theprescribed forms available in the IRDAI Portal duly filled in all aspects alongwith all necessary documents through the portal. While uploading the documents,applicants shall ensure that the same are legible. Illegible documents shall berejected. 

आवेदक दस्तावेजों को ऑनलाइन अपलोड करेंगे, पर प्राधिकरण द्वारा जारी लाइसेंस की वैधता की 

अवधि तक उसके सभी संबंधित प्रमाण पत्रों की मूल भौतिक प्रतियां अपने पास सुरक्षित रखेंगे और

प्राधिकरण द्वारा इसकी मांग पर इसे प्रस्तुत करेंगे।  

The applicant shall upload the documents online but shall maintainthe original physical copies of all the relevant certificates with himthroughout the period of validity of licence issued by Authority andshall produce the same whenever sought by Authority. 

सभी दस्तावेज़ स्व-प्रमाणित होंगे। 

All documents shall be self-attested. 

3. लाइसेंस शुल्क: लागू शुल्क का भुगतान पोर्टल में उपलब्ध ऑनलाइन भुगतान प्रदाताओं का उपयोग करके किया जाएगा। 

Licence fee: The payment of applicable fee shall be madeusing the online payment providers available in the portal. 

  i) बिलडेस्क और पेगोवयह दो अलग-अलगऑनलाइनभुगतान सेवाप्रदाता हैंजो आवेदकों कोनिम्नलिखितभुगतानविकल्पप्रदान करतेहैं :

BillDesk and PayGov arethe two different online payment service providers who provide the followingpayment options to the applicants: 

क) बिलडेस्क / a. BillDesk: 

           i.   नेट बैंकिंग / Net Banking 

ख) पेगोव/ b. PayGov :

 i. नेट बैंकिंग/ Net Banking

ii. क्रेडिट कार्ड/ Credit Card 

iii. डेबिट कार्ड/Debit Card 

iv. यूपीआई/ UPI

v.  वॉलेट/ Wallet   

ii)  भुगतान कियागया शुल्क वापस नहीं किया जाएगा / The fee paid is non-refundable. 

III. फिट और उचित मापदंड Fit and Proper Criteria: 

“फिट और उचित"मानदंड आवेदक की उपयुक्तता,चाहे वैयक्तिकअथवाकॉर्पोरेट सहित निदेशकों

अथवा भागीदारों, और उनकेकर्मचारी (कॉर्पोरेट के मामले में) को नए लाइसेंसप्रदान करने/ लाइसेंस के नवीकरण हेतु व्यक्ति की सत्यनिष्ठा, उपयुक्त कौशल और अनुभव के लिए मानदंड के

निर्धारणको संदर्भित करताहै। यहनिर्धारितकरने केउद्देश्य सेकि क्या आवेदक/सर्वेक्षणकर्ता“फिटऔर उचितव्यक्ति” है, निम्नलिखितपर विचार कियाजाएगा-

“Fit and Proper” criteriarefers to the criteria for determining the suitability of an Applicant, whetherindividual or corporate including Directors or Partners, andtheir employees  (in case of Corporates) for grant of freshlicense / renewal of license are persons of integrity, having appropriateskills and experience. For the purpose of determining whether an applicant /surveyor is a ‘Fit and Proper Person’, the following shall be considered-

क) वित्तीय अखंडता/ a) Financial integrity; 

ख) नैतिक अधमता से जुड़ी दोषसिद्धि या सिविलदायित्वों का अभाव; 

b)  Absence ofconvictions or civil liabilities involving moral turpitude; 

ग) उचित क्षमता, अनुभव और योग्यता

c) Appropriatecompetence, experience and qualification; 

घ) अच्छी प्रतिष्ठा और चरित्र / d)  Good reputation and character; 

ङ) दक्षता और ईमानदारी/ e)  Efficiency and honesty; 

च) बीमा अधिनियम,1938 की धारा 42घ में निर्धारित~मध्यस्थ या बीमा मध्यस्थ~ के रूपमें कार्य करनेके लिए किसी भी अपात्रता का अभाव  

f)  Absence of any disqualification to act as‘intermediary or insurance intermediary’ as stipulated in Section 42D of theInsurance Act, 1938 

आवेदक ~फिट और उचित~ स्थिति के निर्धारण के लिए निर्धारित प्रपत्र आईआरडीएआई एफ 20 मेंएक घोषणा सह वचन प्रस्तुत करेगा। 

The applicants shall furnish a declaration cum undertaking in theprescribed form IRDAI AF 20 to determine the ‘fit and proper’ status. 

IV. लाइसेंस जारी करना/  Issuance of Licence 

 उपर्युक्तद्वितीय और तृतीय में बताई गई प्रक्रिया पूरी होने पर लाइसेंस जारी कर रजिस्टर्ड ई-मेल

 आईडी पर भेज दिया जाएगा। 

On completion of theprocedure stated in II and III above, the licence will be issued andmailed to the registered E-Mail ID. 

V. लाइसेंस जारी करना/  Issuance of Licence 

आईआरडीएआई पोर्टल पर उपलब्ध मौजूदा प्रपत्रों www.irda.bap.org.in, जैसा भीउपयुक्त हो,

तब तक उपयोग किया जाता रहेगा जब तक कि संशोधित प्रपत्रों को पोर्टल पर अपलोड नहीं किया 

जाता है। आवेदक नीचे दिए गए अन्य उपयुक्त आवेदन के साथ आईआरडीएआई 20 एएफ (फिट

और उचित मानदंड) फॉर्मजमा करेंगे: 

The existing forms available on the IRDAI Portal www.irda.bap.org.in, asare relevant, shall continue to be utilized till such time the revised formsare implemented on the Portal. Applicant shall submit FORM IRDAI 20 AF (Fit andProper Criteria) along with other relevant application as below: 

क) प्रपत्र आईआरडीएआई 1 एएफ (नए व्यक्तिगत लाइसेंस)

a)   FORMIRDAI 1 AF (Fresh Individual) 

ख) प्रपत्र आईआरडीएआई 3 एएफ (नए कॉर्पोरेट लाइसेंस) 

b)  IRDAI 3 AF (Fresh Corporate) 

ग) प्रपत्र  आईआरडीएआई 5 एएफ (नवीनीकरण व्यक्तिगत लाइसेंस) 

c)  FORM IRDAI 5 AF (Renewal Individual) 

घ) प्रपत्र आईआरडीएआई 6 एएफ (नवीनीकरण कॉरपोरेट लाइसेंस) 

d) FORMIRDAI 6 AF (Renewal Corporate)  

ङ) प्रपत्र आईआरडीएआई 13 (नामांकन) / e)  FORM IRDAI 13 (Enrollment) 

च) प्रपत्र आईआरडीएआई 17 एएफ (संशोधित व्यक्तिगत)

f)  FORMIRDAI 17 AF (Modification Individual) 

छ) प्रपत्र आईआरडीएआई 18 एएफ (संशोधन कॉरपोरेट)

g) FORMIRDAI 18 AF (Modification Corporate) 

ये दिशा-निर्देश तत्काल प्रभाव से लागू होंगे। 

These guidelines shall come into force with immediateeffect.
