Sub: Guidelines forPractical Training for Surveyors and Loss Assessors

I.प्राथमिक / Preliminary

येदिशा-निर्देश,सर्वेक्षकोंऔर हानिआंकनकर्ताओके लिए सर्वेक्षकऔर हानिआंकनकर्ता केरूप में कामकरने के लिएनया/नवीकृतलाइसेंसप्राप्त करनेके लिए व्यावहारिकप्रशिक्षणहेतुदिशा-निर्देशोंके संबंध मेंसंदर्भपरिपत्रसंदर्भ.आईआरडीए/एसयूआर/जीडीएल/एमआईएससी/288/12/2020दिनांकित 01/12/2020को आगे बढ़ानेके लिए जारीकिये गये हैं।

येदिशा-निर्देशआईआरडीएआईअधिनियम, 1999 केअनुसार औरभारतीय बीमाविनियामक औरविकास प्राधिकरण(बीमासर्वेक्षक औरहानिआंकलनकर्ता)विनियम 2015 केअनुसार जारीकिये जा रहेहैं।

These guidelines are issued in furtherance tothe Circular vide Ref: IRDA/SUR/GDL/MISC/288/12/2020 dated 01/12/2020 onGuidelines for Practical Training for Surveyors and Loss Assessors forobtaining fresh / renewal licence to act as a surveyor and loss assessor.

These guidelines are being issued in terms ofSec.14 of IRDAI Act, 1999 and in terms of Regulation 3(2)(b) and (c) ofInsurance Regulatory and Development Authority of India (Insurance Surveyorsand Loss Assessors) Regulations, 2015.

II. सांस्थानिकव्यावहारिकप्रशिक्षण:

II.Institutional Practical training:

क)   नेशनलइंश्योरेन्स एकेडमी(एनआईए) या भारतीयबीमा संस्थान (आईआईआई)के पास दो महीनेका सांस्थानिकव्यावहारिक प्रशिक्षण।इसमें निम्नलिखितशामिल होगालेकिन उसी तकसीमित नहींहोगा:

a)       Institutional Practical training for Two Months with NationalInsurance Academy (NIA) or Insurance Institute of India (III). This shouldinclude but not limited to the following:

(i)   विभिन्नकिस्म कीपालिसियों,पृष्ठांकनों,बीमा मेंइस्तेमालहोने वाली विभिन्नशब्दावलियोंऔर दावों केप्रकार से परिचय;

Introduction to different types of policies, endorsements, variousterminologies used in insurance, and nature of claims;

(ii)  बीमाकर्ताओंऔर अन्यहितधारकों केसाथ समन्वयमेंव्यावहारिकमामलों कीजाँच करने के लिएऔद्योगिकस्थलों औरकार्य-क्षेत्रोंका निरीक्षणकरना;

Industrial and field visits to examine practical cases inco-ordination with insurers and other stakeholders;

(iii)जोखिमों औऱहानियों काआंकलन करने केलिए उपलब्धप्रौद्योगिकी,उन्नत तकनीकोंऔर उपकरणों काइस्तेमालकरना; 

Use of technology, advanced techniques and tools available forassessment of risks and losses; 

(iv)तथ्यों कीप्रस्तुतिसहित रिपोर्ट,पालिसी औरदावों कीस्वीकार्यताके नियम वशर्तें संक्षेपमें और सहीढंग से लिखनाऔर विनियामकशर्तों काअनुपालन करतेहुए समय पररिपोर्टप्रस्तुतकरने का महत्व;

Report writing including presentation of the facts, terms andconditions of the policy and admissibility of claims in a precise and accuratemanner and importance of timely submission of reports in compliance withregulatory requirements;

(v)  हानि केआंकलन कीसंपूर्णप्रक्रिया केदौरानपालिसीधारकोंके साथन्यायपूर्णव्यवहार करनेके लिएअपेक्षितआचार संहिता

Code of Conduct required for treating policyholders fairly duringthe entire process of assessment of loss.

ख) अतिरिक्तविभाग: पात्रताके मानदण्डोंको पूरा करनेकी शर्त परउपरोक्तकार्यक्रम केदौरान कोईव्यक्ति तीनविभागों केलिए नामांकनकर सकता है।प्रत्येकअतिरिक्तविभाग के लिए,संबंधितपरीक्षा उत्तीर्णकरने के बाद,आवेदनकर्ताको दो सप्ताहकी अवधि केलिएव्यावहारिकप्रशिक्षण सेगुजरना होगा।

b) Additional departments: A person can enroll forupto three departments during the aforesaid programme subject to meeting theeligibility criteria. For each of the additional departments, after passingthe relevant examination, the applicant has to undergo practical training fora period of 2 weeks.

ग) संस्थानकोप्रतिव्यक्तिदेय शुल्क,जैसा भी मामलाहो, आईआईआई याएनआईए द्वाराजो निर्धारितकिया गया है।

c)The fee per person payable to institution is as specified by III or NIA, as the case may be.

III.संबंधितविभाग में 8 वर्षका अनुभव रखनेवालेप्रत्येकअनुभवी सर्वेक्षणकर्ताके साथ छःमहीने काव्यावहारिकप्रशिक्षण:

Practicaltraining of Six Months with Individual Experienced Surveyors having 8 years ofexperience in the concerned department:

क)  सांस्थानिकप्रशिक्षण केअन्तर्गतपाठ्यक्रमवही होगा जोपरिच्छेद II (क)में उल्लिखितहै।

a) The curriculumremains the same as mentioned at para II(a) under the institutional training.

ख)               पात्रता-मानदण्डको पूरा करने वालेआवेदनकर्ताओंको नामांकन केसमय अधिकतमतीन विभागोंकी अनुमति दीजाएगी।

b)         Forthe applicants, a maximum of three departments are allowed at the time ofenrolment subject to meeting the eligibility criteria.

ग)    अतिरिक्तविभाग: संबंधितपरीक्षाउत्तीर्णकरने के बादआवेदनकर्ताओंको, प्रत्येकअतिरिक्तविभाग के लिए,लाइसेंसधारीऔर व्यापार केक्षेत्र मेंकम से कम आठवर्ष का अनुभवरखने वालेअनुभवी सर्वेक्षणकर्ताके साथ आठसप्ताह काप्रशिक्षणपूरा करनाहोगा।

c)   Additionaldepartments: After passing the relevant examination, the applicants have tocomplete training for each additional department for a period of 8 weeks withthe experienced surveyor having licence and at least eight years of experiencein that line of business.

घ)    पेशेवरविकास के प्रतिआचार संहिता केएक अंग के रूप मेंअनुभवी सर्वेक्षणकर्तांद्वारा निःशुल्कप्रशिक्षण दियाजाएगा।

d)   Thetraining shall be imparted by an experienced surveyor as a part of code ofconduct towards professional development by surveyors without charging any fee.

IV.         प्रशिक्षणकी समाप्ति केबाद,आवेदनकर्ताको एनआईए याआईआईआईद्वाराआयोजित अंतिमपरीक्षा उत्तीर्णकरना होगा औरलाइसेंस जारीकरने या नवीकरणके लिएप्रशिक्षणमूल्यांकन सहसमापन प्रमाणपत्रप्रस्तुतकरना होता है।

After completion of the training, the applicanthas to pass the Final practical test conducted by NIA or III and submit the trainingevaluation cum completion certificate for issue or renewal of license

V.यहसक्षमप्राधिकारीकी स्वीकृतिसे जारी कियागया है।

Thisis issued with the approval of the Competent Authority.
