Minutes of the 51st Procurement Committee meeting held on 15th March 2018

Chairperson and Members of the Committee were apprised about the agenda item by Estate Department.
Hiring of DGR approved Security Agencies for providing security at IRDAI’s New Office Premises at Gachibowli.
It was apprised by the Department as follows:
IRDAI started its operations from the new office premises on 26.12.2017. till now the security arrangements are managed through the security services hired by CPWD, PMC for the project.
As IRDAI has to arrange for its own security setup, approval of competent authority was obtained on 29th September 2017 to take security cover from Security Agencies sponsored by Directorate General Resettlement (DGR).
IRDAI vide its letter dated 17.10.2017 submitted its requisition to Director General Resettlement (DGR), Delhi for nominating DGR empaneled Hyderabad based security agencies for providing cover to IRDAI’s New Office Complex for a period of two years extendible by one more year.
DGR vide its letter dated 12.01.2018 has sponsored three security agencies empanelled with DGR. IRDAI vide its letter dated 23.01.2018 requested the security agencies to submit their quotations by 29.01.2018 by 03:00 p.m for providing 10 security guards (without firearms) including one supervisor.
Quotations received from the three agencies are as under:

As per the DGR rules, senior most agency is to be awarded the contract i.e. SATISH KUMAR SINHA SECURITY AGENCY. However, on verification of documents, its empanelment with DGR has expired on 13.12.2017.
IRDAI has sought clarification from DGR on this matter and DGR vide its mail dated 19.02.2018 has stated that the contract may be awarded to the senior most agency i.e. emp./ No. 4033 - SATISH KUMAR SINHA SECURITY AGENCY.
Observations of the Committee
The department clarified to the query raised by the Committee that the rates mentioned are per month.
The Committee observed that the sponsorship of the Agency under serial no 1 has already expired, it can be agreed to the recommendations of DGR if it has renewed the sponsorship or recommended only one agency. Since names of three agencies are provided by DGR, IRDAI can choose anyone among them suitable to IRDAI since the rates quoted by these agencies are same.
The Committee felt that since the sponsorship of the Agency under serial no 1 has already expired, it recommended M/S. 3161/ DONDAPATI SUDHAKAR RAO SECURITY AGENCY at the rate of Rs. 4,56,179.92 per month for 10 persons.
