विषयः सेवाप्रदाता नेटवर्क में विद्यमान अस्पतालों के लिए मानक और न्यूनतम मानदंड (बेंचमार्क)

Sub: Standards and Benchmarks for the Hospitals in the Provider Network

1. मास्टर परिपत्र (संदर्भ. आईआरडीएआई/एचएलटी/आरईजी/सीआईआर/193/07/2020 दिनांक 22 जुलाई 2020)   के खंड I के अंतर्गत स्वास्थ्य बीमा में मानकीकरण संबंधी दिशानिर्देशों के अध्याय IV के खंड (क)(i) और (ii) तथा खंड (ख) पर निर्दिष्ट मानकों और न्यूनतम मानदंडों (बेंचमार्कों) के संबंध में उपर्युक्त विषय पर आईआरडीएआई परिपत्र संदर्भ. आईआरडीएआई/एचएलटी/आरईजी/ विविध/199/07/2021 दिनांक 23 जुलाई 2021 की ओर ध्यान आकर्षित किया जाता है।

Reference is invited to IRDAI Circular ref: IRDAI/HLT/REG/MISC/199/07/2021 dated 23^rdJuly, 2021 on the captioned subject with respect to the standards and benchmarks at clause (a)(i) and (ii) and clause (b) of Chapter IV of the Guidelines on Standardisation in Health Insurance under Section I of Master circular (ref. IRDAI/HLT/REG/CIR/193/07/2020 dated 22^nd July, 2020).

2. उपर्युक्त दिशानिर्देशों में आंशिक आशोधन करते हुए, देश के समूचे विस्तार के अंतर्गत नकदीरहित सुविधा प्रदान करने हेतु गुंजाइश में वृद्धि करने के लिए बीमाकर्ताओं को अब उनके संबंधित बोर्डों के द्वारा विनिर्दिष्ट रूप में मानक और बेंचमार्क पूरे करनेवाले नेटवर्क प्रदाताओं का पैनल बनाने के लिए सशक्त बनाया जाता है। उक्त मानदंडों को विनिर्दिष्ट करते समय बीमाकर्ताओं का बोर्ड अन्य बातों के साथ-साथ विशेष रूप से न्यूनतम श्रमशक्ति और स्वास्थ्यरक्षा संबंधी बुनियादी सुविधाओं पर भी विचार करेगा।

In partial modification of the above guidelines, in order to enhance the scope for offering cashless facility across the length and breadth of the country, the insurers are now empowered to empanel the network providers that meet the standards and benchmarks criteria as specified by their respective boards. While specifying the criteria, the board of insurers shall, amongst others, consider especially the minimum manpower and healthcare infrastructure facilities.    

3. बोर्ड द्वारा अनुमोदित रूप में पैनल बनाने के मानदंड समय-समय पर बीमाकर्ताओं की वेबसाइट में प्रकाशित किये जाएँगे।

The board approved empanelment criteria shall be published in the website of the insurers from time to time.

4. बीमाकर्ताओं को यह भी सूचित किया जाता है कि वे नकदीरहित सुविधा के लिए नेटवर्कप्रदाताओं का पैनल बनाते समय, गुणवत्तापूर्ण स्वास्थ्यरक्षा सेवाएँ प्रदान करने पर ध्यान संकेन्द्रित करें।

While empaneling network providers for cashless facility, insurers are also advised to focus on the delivery of quality healthcare services. 

5. ये अनुदेश तत्काल प्रभाव से प्रवृत्त होंगे।

These instructions shall come in to force with immediate effect.

6. यह परिपत्र आईआरडीएआई (स्वास्थ्य बीमा) विनियम, 2016 के विनियम 31(ङ) के उपबंधों के अधीन जारी किया जाता है।

This circular is issued under the provisions of Regulation 31(e) of the IRDAI (Health Insurance) Regulation, 2016.

7. इसे सक्षम प्राधिकारी का अनुमोदन प्राप्त है।

     This has the approval of the competent Authority.
